AR Urbanism and landscape architects Greysmith Associates were commissioned by Thurrock Council to develop a vision and regeneration masterplan for Tilbury Town Centre, focusing on the struggling Civic Square area. Tilbury Town grew around the docks as they developed through the 19th and 20th Centuries. However, the last decades saw a decline following the modernisation of maritime logistics as well as the emergence of a substantial retail agglomeration at Lakeside. Today Tilbury is trying to respond to these changes, build on its excellent links to Central London and increasing urban population pressure to re-imagine its future starting from the centre. The preferred option aims to integrate developments on the Civic Square ‘island’ and surrounding sites, rescuing the centre from its current under-used isolation. This included rethinking the local movement routes and street patter; re-using character buildings; introducing new public realm (a civic square); and proposing a new health centre building. This approach also works with future development sites around the edge of the ‘island’ which will attract further inward investment over time.The commission included a comprehensive engagement programme both with the key stakeholders and the wider community and was successfully concluded in February 2016. As well as Greysmith Associates, the team also included transport planner Tim Pharoah.
